Field Contract Administrator, Expansion Project (term role)

The Trans Mountain Expansion Project will provide increased capacity to support Canadian crude oil production growth and ensure access to global energy markets. The largest project in the pipeline’s history, it involves installing approximately 980 kilometres of new pipeline, as well as new and modified facilities.

As a Field Contract Administrator with Trans Mountain, you’ll have the opportunity to work with a progressive and fast-paced group of supply chain management professionals in the Major Projects department. This position will work on site at various spreads across the pipeline construction route between Alberta and British Columbia and reports to the Senior Manager, Contracts, Pipeline and Facilities. 

Key Responsibilities

  • Ensures Contracts are administered according to their terms and conditions, company policy and procedures and oversees change management including field changes.
  • In close coordination with the Contracts Manager, Senior Contracts Specialist for the spread, manages the commercial relationship with contractors at site.
  • Reviews, scrutinizes Request for Proposals, Sole Source Justifications if any, and other procurement and contract administration documentation and routes them for approval.
  • Uploads contractual documentation into the Ivalua – TMEP’s Contract Management system following TMEP Standards.
  • Attends and actively participates in weekly and Monthly Progress/ Commercial Meetings with the General Construction Contractor and any other major contractors at site. 
  • When required, chairs weekly, bi-weekly, monthly progress meetings and any other ad hoc meetings with the contractor and construction team. Takes Meeting Minutes as required and escalates contractual/commercial issues/concerns as deemed necessary to get the guidance/direction needed for implementation taking those items to closure.
  • Actively engages the Field Project Controls team and participates in the weekly and monthly meetings.
  • Previous experience with SharePoint, D365, information management systems such as PIMS is preferable.
  • Engages with applicable stakeholders and Project Managers for resolution of contractual issues, including change management, disputes and claims
  • Audits contractor’s deliverables under the contract to ensure they are fully satisfied.
  • Supports invoice attestation and compliance with the contract including entitlement, data and unit rates validation. 
  • Performs all necessary administrative duties including updating records, filing, logging and tracking correspondence, validating invoices to contract terms, reviewing change requests, preparing, issuing and filing change orders finishing off with contract close-out activities.
  • Provides sound supply chain management advice, guidance, and options to internal stakeholders while following established processes and proper delegation of authority controls. 

Qualifications and Professional Experience

  • 7 + years of industry (Pipeline or Oil & Gas) experience in field construction contracts management in major Pipeline/EPC/Infrastructure/General Construction projects’ environment.
  • An undergraduate degree in Engineering, Construction Management, Quantity Surveying or Business with focus on Supply Chain Management would be beneficial.
  • Working knowledge of Canadian procurement/contract law. 
  • Highly skilled in change management and understanding complex contracts.
  • Experience working in a complex business environment, with multiple stakeholders and strategic considerations (including working with Indigenous communities).
  • Excellent written and verbal communication skills.
  • Ability to manage multiple complex projects with deadlines and deliverables. 
  • Proactive, adaptable to changing project needs.
  • Able to prioritize and manage workload with minimal supervision.

Other Requirements and Information

  • Must have a valid driver’s license and ability to travel as required.
  • Site based work in AB and BC and typically working a 6/1 schedule.
  • Safety sensitive role, subject to Drug and Alcohol testing as a pre-employment requirement.
