Chief Inspector – Health & Safety, TMEP (term role)

Job Description

As a Chief Inspector – Health & Safety with Trans Mountain, you’ll have the opportunity to work with a progressive and fast-paced group of Health & Safety professionals in the Health, Safety, and Environment department. These are field based positions located in Alberta and/or British Columbia.   

Reporting to the Area Manager, Health & Safety, the Chief Inspector - Health & Safety will support consistent deployment of H&S programs, processes, and requirements across all spreads and facilities for the Trans Mountain Expansion Project (TMEP). This role is crucial for fostering a visible, positive safety culture within H&S and on the project as a whole.

The key deliverable for this role is ensuring that Project Managers, Construction Managers, field H&S Leads, and Inspectors are informed, aligned, and effective in their execution of TMEP Health and Safety processes. This is done by providing visible leadership and cascading messages and guidance; as well as by supporting and coaching these same personnel. This role is a vital part of H&S home office team efforts in safeguard assurance and integrating project-wide H&S efforts. This role may also be called upon to directly support regulatory inspections, investigations, incident response, staff absences, and any other onsite needs as directed by the Area Manager, Health & Safety. This role requires excellent verbal and written communication skills, strong organizational skills, and an ability to attend to details and work in a time-conscious and effective manner. Daily work will require engaging a wide variety of people with tact, courtesy, and professionalism.

Key Responsibilities

  • Provide visible, positive, and active safety leadership to H&S field personnel, spreads, and facilities.
  • Direct team of field H&S Leads and Inspectors in implementing new and ongoing TMEP H&S programs and processes.
  • Provide guidance and clarity to the TMEP Project Management Team (PMT) and H&S personnel to ensure that roles and responsibilities are clearly understood.
  • Act as an interface for H&S during onsite regulatory inspections (CER, WSBC etc.).
  • Ensure field H&S Leads and Inspectors are meeting assurance requirements contained in the Inspection Measuring and Monitoring Plan (IMM). 
  • Ensure H&S Leads and Inspectors are following up on gaps with PMT and contractors to close any gaps
  • Validate qualifications and competency assessments for field H&S Leads and Inspectors via CQS process.
  • Provide H&S counsel, advice, and recommendations to Project Management Team and H&S Leads.
  • Provide regular updates to H&S Senior Managers on trends, issues, concerns, and successes as it relates to project safety.
  • Support investigations, incident response, and any other onsite needs as directed by the Senior Manager, Field Health & Safety.
  • Take a proactive approach to risk management to ensure project risks are identified, mitigated, and managed.
  • Visibly and positively promote Stop Work Authority, Life Saving Rules (LSRs), and other TMEP H&S safety tools with H&S personnel, GCCs/EPCs, and direct-to-TMEP contractors.
  • Provide immediate support and response to Trans Mountain Alert System (TAS) events if necessary.
  • Provide coverage for Area Manager, Health & Safety as required.

Qualifications and Professional Experience

  • CRSP, CSP, National Construction Safety Officer (NCSO) or Certificate in Occupational Health & Safety.
  • A post-secondary diploma/degree is desirable.
  • Minimum 10 years of experience in a Health & Safety related position.
  • Minimum 5 years of supervisory experience.
  • Project management experience with a primary resource sector, major industrial projects, or similar experience.
  • Strong computer skills including MS Office suite, Sharepoint, and Teams are required.
  • Requires exemplary communication and presentations skills to enable this role as a safety champion and leader.
  • Successful candidate must be comfortable with a fast-moving environment, providing clarity through ambiguity and leading by principle when explicit direction may be lacking.
