Emergency Response Technician

Job Description

The Emergency Response Technicians will be responsible for guiding the field response to petroleum related fires, spill and other emergencies, including coordinating and providing direction to municipal first responders.

Technicians are subject matter experts on Emergency response and coach Trans Mountain staff to ensure appropriate procedures and protocols are implemented at assigned locations.  Serves as a liaison with external emergency responders during emergency response situations and for ongoing safe work practices. Duties also include day to day operational and maintenance responsibilities.

As an Emergency Response Technician (ERT) with Trans Mountain, you’ll have the opportunity to work with a progressive and fast-paced group of experts in the Emergency Response department. This position is based at our Burnaby, BC office location.

  • Ensures the appropriate procedures and protocols ready for deployment in the event of an emergency. This extends to readiness as tested by emergency exercises, including maintenance (and records of maintenance) as well as facilitating operation of tank fire suppression equipment, where appropriate.      
  • In the event of an emergency, the technician is responsible for on-site deployment of response protocols. This includes being responsible for guiding and coordinating field activities as part of the local incident management team. Response must be within the first hour of confirmation of incident to reporting location, 6 hours within the local district and within the first 12 hours for all other Trans Mountain locations.      
  • Technicians are subject matter experts on emergency response equipment including applicable fire systems and provide expertise to local staff as well as provide input to training experts, Emergency Management and EHS on Fire Systems, Confined Space Training, and rescue training.
  • Coordinate with the Manager of Emergency Management, Emergency Response exercises within the district/facility. During the exercise they would lead/coach and coordinate field activities as part of the local incident management team.
  • Attend appropriate Emergency Response exercises line wide.
  • Liaise and coordinate with the Emergency Management department and attend additional training as identified by the Emergency Management department as needed.
  • Multi-skill and multi-task within Operations including assisting in mooring vessels and ship to shore connections and delivery. Assisting other technical groups as needed, including, but not limited to, pipeline protection and operations.
  • Management and inspection of operating equipment as part of the integrity management program. This includes ensuring readiness of all emergency response resources. Safety, emergency response and system impairment collaboration with contractors relating to capital projects.            
  • Provide Community Awareness Emergency Response (CAER) presentations to first responders and liaise as appropriate with local fire departments to convey information about company emergency processes, procedures, and Operations that could impact emergency response. Participate with mutual aid partners in joint training and emergency response exercises.

Requirements:

  • High School completion
  • Minimum of 6-9 years’ experience in related field
  • NFPA 1081 Industrial Firefighter Certification and NFPA 472 Chapter 16 Flammable Liquids Bulk Storage Specialty Certification TEEX is required
  • Occupational First Aid Certificate – Level 2 and Confined Space Rescue Technician is also required
  • Must have a Valid Driver’s License and Pleasure Craft Operators Card (PCOC) (or equivalent certification)
  • Successful completion of Hazardous Waste Operations and Emergency Response (HAZWOPER) and Incident Command System (ICS) 300 would be an asset
  • A medical clearance from a physician and must be physically fit and able to perform the tasks of fire fighting
  • Maintain a high regard for personal safety, safety of company assets and employees, and the general public.
  • Proficient in Microsoft Excel, Word, PowerPoint and Outlook.
  • Must be a team player with a positive attitude.
  • Self-motivated, capable of performing tasks with minimal supervision.
  • Able to prioritize and handle multiple tasks simultaneously.
  • Attention to detail is critical.
  • Ability to work well under pressure and handle strict deadlines.
  • Strong organizational skills.
  • Excellent verbal and written English communication skills.
