Project Director, Pipeline Execution, TMEP (term role)

Job Description

The Project Director, Pipeline Execution will be responsible for the successful execution of pipeline construction execution and commissioning of TMEP Pipeline Spreads 1 – 4B and Reactivation. This includes design, project risk, quality and construction execution. They will be accountable to follow-through on all Pipeline deliverables to support successful construction execution of the project. This position is based in Calgary, AB with site and/or office-based work. 

Key Responsibilities

  • Construction management oversight of Pipeline Spreads 1, 2, 3, 4A and 4B and Reactivation. 
  • Support the Senior Director, Execution in accordance with the Project Execution Plan (PEP) and ensure the Construction Execution Plan (CEP) is aligned with the PEP.
  • Manage the Project Management construction teams of Pipelines Spreads 1, 2, 3/4A, 4B and Reactivation in accordance with Project in-service schedule.
  • Direct and manage multiple project management teams to ensure that all Owner Requirements (e.g. risk assessment and mitigation; health and safety commitments) are satisfied as per General Construction Contractor (GCC) contractual requirements.
  • Manage development of technical requirements and specifications including interface and coordination with technical expertise, chief engineers, and operations representatives. 
  • Support construction and commissioning activities in later stages of the project lifecycle. 


  • Management of EPCs and GCCs, and integration to deliver the Project safely and successfully.
  • Unwavering commitment to the strong safety culture.
  • Accountable for management of EPCs and GCCs on a day-to-day basis to ensure compliance of Inspection, Safety and Environmental requirements. 

Project Management 

  • Oversee EPC’s and GCC’s progress and performance to align with TMEP execution plans and to ensure that schedule milestones are not missed.
  • Ensure successful construction execution, quality control, regulatory compliance, landowner relationships and closure of the construction scopes in accordance with the Project Charter and PEP.
  • Review and approve any technical specifications for scope compliance and constructability.
  • Update the risk register monthly, and report progress on risk mitigation.
  • Manage field resources based on schedules, construction work planning, and work sequence to ensure compliance with the project schedule objectives and start-up plans.
  • Transition to support commissioning activities in later stages of the project.
  • Ensure document management and lifecycle information requirements are being met through all phases of project execution. 


  • Delivery of the CEP within established budget and in accordance with Canadian Energy Regulator (CER), including:
  • Schedule and design;
  • Scope of Work (SOW);
  • Health and safety, environmental protection, and quality requirements;
  • Responsible for management costs within established budget, including:
  • Construction estimates input as required;
  • Execution and Construction Risk Assessment and Mitigation Plan.


  • Accountable for management of site inspections and audits to ensure quality of the facilities.
  • Manage documentation of facility requirements in accordance with the CER filing manual and TMEP Facilities Application.
  • Coordinate with existing Operations, to ensure compliance with on-site rules and conditions.
  • Ensure that the construction work complies with governing codes, technical specifications, and design drawings.
  • Support Safety, Environment, Regulatory compliance through proactive planning and maintaining positive relationships with all internal and external stakeholders.
  • Liaise with Regulatory and Land Managers to ensure that copies of all government, regulatory, and/or permits required secured.
  • Ensure that the construction work complies with governing codes, technical specifications, and design drawings.

Qualifications and Professional Experience

  • Professional Engineer with a minimum of 25 years of experience in project management. 
  • A minimum of 20 years of experience in Major Construction Projects including experience in large diameter pipeline construction. 
  • More than 10 years’ recent related experience in progressive senior leadership roles. 
  • Proven experience in:
  • Planning and executing large-scale construction projects, to project completion.
  • Project processes for very large projects throughout all project phases from concept development to detailed design, construction and commissioning.
  • Managing and directing EPCs and GCCs and working with asset owners and owner companies. 
  • Creating and managing budgets including justification, prioritization, optimization, forecasting and reporting. 
  • Design and execution of pipelines and facilities projects. 
  • Experience leading a large multi-disciplinary team of construction professionals to deliver on a project. 
  • Experience constructing in and around environmentally sensitive areas, permitting, and regulatory requirements. 

Other Requirements and Information

  • 80%+ travel may be required. 
  • Disciplined and focused behaviour to ensure that all actions are aligned with the overall execution plans, strategies and leadership direction given for the project. 
  • Strong communication and ability to work collaboratively with others towards a common goal.
  • Develop a mutual beneficial working relationship with the Project Discipline Leads and Execution Team, to ensure alignment in delivering on project objectives and meeting expectations. 
  • Must have excellent organizational and leadership skills to manage large teams of world-class contractors in varying technical roles.
  • Superior ability to analyze and troubleshoot complex problems and make sound decisions.
  • Excellent verbal and written communication skills.
  • Detail orientated and work in a time-conscious and time-effective manner.
  • Deadline driven.
